A blower (ブロア) is a device you run 24 hours a day, 365 days a year, without switching it off. Purchase price gets all the attention, but the electricity bill is what keeps arriving every year. When choosing a replacement, look at power consumption as well as air volume.

Against a unit price of 10,000–20,000 JPY, electricity costs 8,000–15,000 JPY every year. Treat it as a device whose running cost matches or exceeds its purchase price. Article 2, item 7 of the Act defines the septic tank manager as "the owner, occupant, or other person holding authority over the management of the septic tank concerned".

The point to grasp here is that a stopped blower is not itself an immediate criminal offence. The problem is what follows. Once the blower stops, the tank can no longer deliver its designed treatment performance, and the defect is recorded at the next maintenance inspection or statutory inspection. If it still is not corrected, the installation can become subject to an improvement order or a suspension-of-use order from the prefectural governor (浄化槽法, Article 12). Violating such an order carries imprisonment of up to six months or a fine of up to one million yen.

Who Replaces the Blower in a Rental Property?

The septic tank is equipment attached to the building, and it is the owner who holds authority over its management. This sits within the lessor's repair obligation under Article 606(1) of the 民法 (Civil Code).

From the property management side, one more thing is worth adding: the most troublesome case is a well-meaning tenant who buys a blower and fits it themselves. There are three reasons.

  • The wrong model gets installed. The required air volume and number of outlets are determined by the treatment method of the tank. Fitting a cheap general-purpose unit reduces treatment performance through insufficient airflow, and that becomes a reason for an adverse finding at the statutory inspection.
  • The maintenance contractor's records no longer match. Inspection records list the installed equipment. If the unit has been swapped without the owner or the management company knowing, the next inspection will not reconcile.
  • Settling the cost becomes messy. The tenant has effectively advanced money for something the owner should have paid, which turns into a dispute at move-out.

For that reason, standard management practice is this: when a tenant reports unusual noise or a stoppage, do not let them replace it — have the management company or the owner arrange it through the maintenance contractor. Stating two points in the tenant handbook prevents most of the trouble: never switch off the power to the septic tank blower, and report unusual noise to the management company rather than dealing with it yourself.
